With the country registering up to 2,000 new COVID-19 cases daily, on January 11th, Prime Minister Tan Sri Muhyiddin Yassin has announced a second round of Movement Control Order (MCO)—applied to six different states—Selangor, Penang, Melaka, Johor, Sabah, Kuala Lumpur, Putrajaya and Labuan.

Meanwhile, the remaining six states—Pahang, Perak, Negeri Sembilan, Kedah, Terengganu and Kelantan—will be placed under conditional MCO (CMCO), while Perlis and Sarawak are under the recovery MCO (RMCO). Beginning midnight Wednesday (Jan 13).
However, as stagnant as it may sound, this morning, the Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah decided to declare a state of emergency nationwide beginning Tuesday (Jan 12) until Aug 1. All while to contain further spread of the Covid-19 pandemic.

So, what exactly the proclamation of a state of Emergency involved? Here’s what every Malaysian should know:
- Effective from Jan 11 to Aug 1. Can be lifted earlier if an independent committee recommends that the pandemic is under control.
- Civilian government remains in place. No military rule.
- No curfews.
- No parliamentary or state assembly sittings. No elections
- Cabinet, state executive councils and public services continue to function
- Economic activities to continue as usual, subject to health protocols
- King can make decrees under emergency, such as ordering the government to take over private healthcare facilities to relieve strain on public hospitals

What’s more to know?
– Interstate travel is banned across the country, while travelling between districts is not allowed for the states under MCO.
– For those under MCO, only two people per family are permitted to leave home to purchase daily necessities and their movement is limited to a 10km radius.
– Eateries and hawker stalls are only allowed to open for takeaways in MCO states, while those in CMCO and RMCO states can operate with adherence to SOPs.
– For these states and territories, primary school pupils and those in Secondary 1 to 4 will continue learning from home.
– The government calls on the industry and the private sector to enhance the implementation of WFH as a new norm, in line with the advances of the latest technologies and online applications
